Drinking and eating
Yes, soup is eating and drinking at the same time. Don't worry about this rule when you're on liquids. Everything is going to flow through your sleeve. The 30 minute rule applies to solid food so that the pyloric valve can do its job and cause fullness.

When I am responding on a Facebook group I am in I never spell pyloric right. I always want to spell it polyoric. I am not sure why.
You don't need to worry about the separating meals and drinking until you are past the liquid stage and eating dense protein. The reason to separate the drinking from meals is so you can fill your tummy with dense protein, and then maximize the full sensation by not diluting it was liquids. The dense protein causes the pyloric valve to close, keeping the food in the tummy longer, leaving you more satisfied.

I was instructed by my surgeon after a couple months that I can drink water up until it was time for me to eat. I know it's difficult but it's important to no drink during meals and to wait at least 30 minutes after. If I can help it, I wait as long as I can before I start drinking water again but that was when I was further out than you so that I kept that fuller feeling in my tummy.
When I eat soup, I usually sip the broth first and then eat the meat & veggies after. I had a hard time with soups like this in the beginning unless it was a pureed soup. It's just something we have to get used to and you will. I won't lie though, it's probably my biggest frustration with WLS but the benefits of it outweigh this one issue.
