Approval with Insurance working in PA for the State

Has anyone been approved for surgery working for the state in PA?  I heard that they do not approve the surgery...Thanks

OH..I've had the surgery, this question is not for me, but for someone very dear to me that is considering the surgery but heard also that when working for the state they don't approve this.
