I swear to god that I had to lose nearly 60 pounds before I went down a size!! I mean, it was crazy at first -- it was SO much weight in between sizes. It gets to be less weight between sizes the smaller you get, too. I swear, now I go down a size nearly every 10 pounds. And my thin girlfriend swears that 5 lbs makes a size difference for her. Don't fret, I know it's frustrating -- but I assure you that you are getting smaller

I think the slopers that the industry uses is more generous in areas where the plus sized tend to carry weight. Further, they tend to use a stretch jersey which gives on problem areas and contracts on fitted areas.
It seems I was an 18 forever...then was a 14 forever. sizes 6-12 were a blur though because the difference between one size and the next was just a mere two inches on the hips.
It is a combination of fabric choice (stretch jersey, lycra, spandex) and pattern slopers.

I was just posting this in another thread. In larger sizes, I had to lose 50 pounds to go to the next smaller size. Then only 30 pounds to the next size down. And only 15 to the next size down, and so on.
Hold a size 2 up next to a 4. You'd be hard pressed to tell them apart. A 24 is a bunch bigger than a 22.
